Junior High- Lindsey Pippen week 6


1. Recognize the related legislatures and regulations to support the needs from your institution.

The Long Range Technology Plan states that in order to meet the needs of the plan, strategies must be implemented, which can be accomplished and measured over time (TEA, 2012). According to the Connally ISD Technology Plan, the document is living and working so it can be updated on a yearly basis to meet the needs of the district. In 2011, the document was rewritten in order to meet the requirements of the Long Range Technology Plan and the federal No Child Left behind act (Connally, 2012).

One of the needs that was identified in Report 1 was the lack of technology professional development. According to the the Long Range Technology Plan, Priority 5 Teach Competencies and Certifications, "All of the investments in hardware, software, online resources, networks, Internet, planning, and others will not produce the desired results in learning if teachers do not possess the knowledge and skills necessary to integrate technology into their daily educational planning and classroom instruction" (TEA, 2012).

Another need that was addressed in Report 1 was trying to find funding for the technology of the district. The Long Range Technology Plan states, "Significant and “dedicated” funding is necessary to maintain what has already been accomplished in Texas and to (1) improve the student-to-computer ratio, (2) provide instructional support and professional development, and (3) ensure adequate technical support, so that Texas can move forward into the 21st Century" (TEA, 2012).

A third need for the district was increased bandwidth. The 2010 Progress Report on the Long Range Plan said,
            "the majority of Texas public school districts take advantage of the purchasing power of the Texas Education Telecommunications Network (TETN) to procure broadband services through their local regional education service center. By providing broadband
connections between service centers utilizing the LEARN network, regional service centers can eliminate redundant connections and be able to plan collaborative projects that utilize the greater bandwidth and that will result in the exponentail growth of network usage in the schools" (TEA, 2012).2. Develop the objectives for the school technology plan based on the needs from your institution.

The needs of Connally ISD identified in the district technology plan were campus support personnel, professional development for teachers, increase bandwidth, and equal access to technology (Connally, 2012). The needs that are outlined in the district technology plan were responses from district teachers to the STaR chart. The purpose of the STaR chart is to help districts reach the goals of the Long Range Technology Plan and No Child Left Behind (TEA, 2012). The following objectives were what I discovered as weakness from Report One:


Objective 1

Connally ISD will develop a comprehensive professional development program for technology training with 100% professional educator participation, that will be measured by having teachers complete an online survey after they participate in the training during inservice and during two six weeks early release days.

Objective 2

Connally ISD will enforce technology standards to ensure compatibility, cost-effectiveness and efficient support by having teachers, students, and parents fill out surveys, after the acceptable use policy and Internet safety policy is gone over.

Objective 3

Connally ISD will provide a high-speed, cost-effective, district-wide telecommunications network, by upgrading the operating systems of the teacher's computers and then the student workstations, by increasing the bandwidth from 12mbps to 14mbps, and maintain and upgrade network equipment. This will be measured by the use of work orders submitted into Eduphoria.

3. Identify the objective for each area of Technology, Funding, and Management. Provide the needed elements for each objective to make sure that it’s measurable.

Technology

Connally ISD wants every parent and child to be provided with a family and school connection thru the Family Access portal to the student grade book and district and teacher web pages. This will allow parents and students to stay up-to-date with grades and missing assignments. Accounts can be created at school or home and can be measured by looking at the amount of logins to the account. Parents can set up an account at open house and at various events throughout the year and students can set up an account through technology and history classes.  

Funding

The district will continuously be searching for outside sources of funding. Connally ISD will continue to use local funds and ERate discounts.

Management

Connally ISD will provide a director, network manager, two technicians, instructional coordinator and campus facilitators for both technical and instructional support for each campus. The district will also use an online professional development training service to provide online technology training and portfolio management for all teachers and staff to complete within eighteen months of implementation.

    How do you envision getting 100% staff participation? Will this occur during district or campus mandatory staff development? Our district has issues with technology savvy individuals will attend these types of meetings and benefit from them but the ones who could be classified as technology illiterate are the ones that will find every excuse in the book to not attend. We are about to switch over our current email from FirstClass to Gmail because of cost savings. It is terrifying to think of the teachers who balk at anything new and how they will not be able to access their materials and email.

    1. This would occur during district mandatory staff development. At the beginning of school this year, everyone in the district had to go through technology training. We were set up on a schedule of rotating through different technology stations. At each station we were required to sign in.

  2. Lindsey, please review the following items to provide more information for each question:
    Question 1: Based on the needs and weaknesses you identified from your Report I, you should locate the guidelines (standards) from the Long Range Technology Plan and the federal No Child Left behind act as you mentioned above. What standards would be applied to the needs and weaknesses? Will your proposed objectives match the direction of those standards? Please elaborate question 1 to locate the required standards.

    Question 2 & 3, please review the objective writing format from CSTE 5337. Each objective should provide at least a minimum of 3 elements - targeted population, objective, and measuring method.

    One concern we need to review would be the 100% participation. How do we measure that 100% of participation will help district reach the goals of the Long Range Technology Plan and No Child Left Behind Act? We will need more specific description and measurement to fulfill the standands and needs.

    Parents having access to students grades and attendance is such a great tool. My district has had this for a while and it has made students more aware of their grades. This year all 6-8 graders are taking a technology application class and I have seen an increase in my classroom of students knowing what they are missing because they are checking their grades. TeacherEase is a web-based software for teachers and they say “Parents are better informed by checking assignments, grades, attendance, behavior, etc. over the Internet. Parents support the learning process -- encouraging students to complete work, helping struggling students, praising success, etc” (2010). However, we did not see an increase in students checking their grades until they were trained. I believe if we had a training for parents this would help increase them looking at the grades also. Does your district do some kind of training for students and parents?

    1. Cara,

      Our district provides training for the students at the beginning of the year in their technology classes. If students do not have a technology class, then the counselor schedules the computer lab and meets with the students during their social studies class. The parents get training on open house night or meet the teacher, but that is the only time they receive the training.

  4. Lindsey, does your district already use an online professional development training service? If so, is it a commercial vendor or is it something made locally? I like the idea. Our district occasionally will post videos for some type of training, and I wish they would do more. It is easier in the "teacher" world to participate in training at your leisure. I wonder though if there would be more participation via this mode? You mentioned 100% participation by professional educators...is that a goal or is that reality? If so, Connally should be commended for that! We have on day set aside for tech training and so many teachers use that day as an extended weekend. How does your district capture such great attendance or plan on rising to that percentage?

    1. Joy,

      Connally doesn't utilize an online training service. Occassionally, our technology director will post podcasts that are considered "training" but other than that we have nothing. At the beginning of the year, we are required to go through technology training during inservice, so that is where the 100% participation comes in to play.

    In a society where parents are so busy, they will appreciate the family access portal to students' grade and teacher web page. In the real world of education, 100% participation for technology training will probably not happen in no district. How often would you propose your district technology trainings to take place?

    1. Our technology trainings take place at the beginning of the year during inservice and then each campus technology facilitator is required to conduct training throughout the year on our half days at the end of the six weeks.
